Division of Teaching and Learning (DTL)

The mission of the Division of Teaching and Learning (DTL) is to lead the development and implementation of high-quality curriculum, instructional programs, professional learning, and services that promote academic excellence for all students with a focus on improving teaching and learning, and ensuring all students have equitable access to readiness for college, career, and community.

What We Do

DTL comprises the Division of Multilingual Education, Department of International Admissions, Department of Curriculum Development, Department of the Blueprint for Maryland’s Future, Department of Consortia Choice and Application Program, Department of College and Career Readiness, and the Department of Academic Programs). The one division and six departments in DTL are structured to strategically support schools and to provide innovative curriculum, instructional programs, and services that promote academic excellence. The departments are responsible for grant-funded programs, school choice processes, college and career readiness initiatives, and curriculum and program development and implementation.

Free Resource to Help Students Improve Reading and Spelling Skills

We are pleased to share an exciting opportunity for MCPS families to help children improve their reading and spelling skills. MCPS is partnering with Open Source Phonics, a free phonics resource specifically designed to help students and families practice phonics and spelling at home. Families can access a free resource page with slides and videos to show them how they can get started with using this resource to help their students practice skills. Division of Multilingual Education

The Division of English Learners and Multilingual Education provides leadership in developing and implementing the district’s K-12 English Language Development programming, encompassing a number of areas:


Department of International Admissions & Enrollment

Our doors welcome students from all backgrounds, where they can engage in learning and can academically succeed in our school community.

The International Admissions and Enrollment (IAE) office facilitates the enrollment and placement of international students, foreign students, exchange students and students with more complex residency circumstances. Our multilingual staff provide families with a welcoming and supportive introduction to Montgomery County Public Schools and prepare parents with the information and resources they need to be engaged and supported partners in their children's education.

Accelerated & Enriched Instruction (AEI)

The Accelerated and Enriched Instruction (AEI) office supports all MCPS schools in providing dynamic learning environments which challenge students to develop their intellectual power, creativity, and sense of self. Through professional learning opportunities, we prepare teachers to be knowledgeable about how highly-able students learn effectively by drawing on a rich repertoire of innovative instructional strategies to support their students' achievements. AEI aims to develop exemplary program models, instructional guidelines, curriculum components, and professional development in differentiated instruction to support students who are identified as Gifted and Talented (GT) or who have the motivation or potential to achieve at the highest levels.

Department of Academic Programs

Major responsibilities of the Division include:

  • Revise the pre-K–12 curriculum to ensure alignment with Maryland standards and outcomes
  • Create formative assessment tools to monitor student progress
  • Develop reading intervention programs for identified students based on local and state assessments
  • Provide direct support to schools to facilitate effective implementation of curriculum, assessments, and instructional programs
  • Provide the leadership for the implementation of standards-based grading and reporting
  • Support the design and delivery of professional development that ensures fidelity of curriculum implementation across all schools
  • Refine instructional programs that meet the needs of diverse learners, including students with disabilities, those who are highly able, English language learners, and students who are at risk of underachievement because of poverty
  • Maintain formal links with all central offices and departments to ensure consistent delivery of curriculum and instructional programs
  • Facilitate communication with employee organizations, parents, community groups, and institutions of higher education regarding curriculum, instruction, and assessment
